FIBO Application – Official Launch Event

On June 22, 2017, at the Library of University Politehnica of Bucharest, FiBO – Funcţionarul Interactiv Birocratic Online (Online Public Interactive Clerk) application was officially launched. The event was attended by H.E. Ms. Stella Ronner‑Grubačić, the ambassador of the Netherlands in Romania, along with officials representing General Secretariat of the Government, Presidency of Romania, and University Politehnica of Bucharest, and experts in IT&C field.

FIBO is a web and mobile application (for iOS & Android) which offers citizens access to data and information about administrative procedures regarding obtaining and/or lodging the documents required in the interaction with the public institutions, documents such as IDs, driving licenses, passports, visas, fiscal documents, etc. The aim of the application is transposing the administrative data fluxes in a friendly format, available to the citizen on various communication devices.
FIBO application helps citizens to easily and simply navigate all administrative procedures whilst interacting with public institutions. With the help of FIBO, after just a few clicks, you can discover what steps you need to follow and what papers need to be inside your folder in order to obtain one or more documents from the counter of any public state institution.
FIBO application has been developed by the winning team (FIBO) of the #DiploHack Bucharest Hackathon, which took place on the 9th of September 2016 at Impact Hub Bucharest. This project, initiated and supported by the Embassy of the Kingdom of Netherlands in Romania, alongside OGP Romania (Open Government Partnership), was aimed to promoting the use of technology in the development of domains such as diplomacy and institutional transparency.

The team is composed of students Eduard Mititelu (University Politehnica of Bucharest), Alex Moldovan (University of Warwick, U.K.), Alexandru Surdulescu (University of Essex, U.K.) and Alexandru Țurcan (University of Warwick), which have met last year during their internship at the Romanian Government.
During the event, the FIBO concept, the modeling of interaction processes with citizens, the application structure (both web and mobile version) and examples from the public administration (at central and local level) were presented. After a Q&A session followed the debate session entitled “Ideas from 0 to success“, moderated by Elena Calistru from Funky Citizens. The main purpose of the discussion panel was to stimulate young people on the digitization of the public sector, the development of e-government applications and ensuring their interoperability.
