CyberCon Romania 2022 – An Outstanding Event in Cybersecurity

CyberCon Romania 2022 was organised on May 18-20, 2022, by the Romanian Association for Information Security Assurance (RAISA), with the support of the U.S. Embassy in Romania. CyberCon Romania conference brings together the leading experts from the cybersecurity and cybercrime fields, with the aim of:
- Raising the level of awareness;
- Embodies the cybersecurity culture;
- Sharing best practices in fighting cybercrime;
- Promoting international cooperation.
CyberCon Romania 2022 was organised in five sections during three days, where 45 experts from public institutions, private companies, universities, and NGOs shared their knowledge and best practices for raising the level of awareness, embodies the cybersecurity culture, and promoting international cooperation in fighting cybercrime.
Within the first section – “Developing cyber defence and cyber resilience” – moderated by Dan CÎMPEAN, General Director of the National Cyber Security Directorate, the speakers were:
- Ioan BACIVAROV, President, Romanian Association for Information Security Assurance (RAISA);
- Megan BISHOP, Economic Officer, U.S. Embassy in Romania;
- Dan CÎMPEAN, General Director, National Cyber Security Directorate (DNSC);
- Anton ROG, General Director, National Cyberint Center;
- Adrian DUȚĂ, Vice-President, Euro-Atlantic Centre for Resilience (E-ARC);
- Liliana MUȘEȚAN, Head of Unit, Council of the European Union;
- Daniel FIOTT, Security and Defence Editor, E.U. Institute for Security Studies (EUISS);
- Horațius GÂRBAN, Training Manager, European Security and Defence College (ESDC);
- Florin POPESCU, Professor, “Carol I” National Defence University (UNAP).
Within the second section – “International cooperation for fighting cybercrime” – moderated by Virgil SPIRIDON, Head of Operations at the Cybercrime Programme Office of the Council of Europe (C-PROC), the speakers were:
- Philipp AMANN, Head of Strategy, EU Agency for Law Enforcement Cooperation (EUROPOL);
- Ionuț STOICA, Head of Sector, E.U. Agency for Law Enforcement Training (CEPOL);
- Silvia PORTESI, Cybersecurity Expert, E.U. Agency for Cybersecurity (ENISA);
- Yvonne SERRATO, Cyber Assistant Legal Attaché, Federal Bureau of Investigation (FBI);
- Cătălin ZETU, Head of Bureau, Romanian Police;
- Sorin STĂNICĂ, Head of Bureau, Romanian Police;
- Thomas S. DOUGHERTY, ICHIP Attorney, U.S. Embassy in Zagreb, Croatia;
- Chris STODDARD, Expert, National Cyber-Forensics and Training Alliance (NCFTA).
Within the third section – “Cybersecurity challenges and opportunities” – moderated by Toma CÎMPEANU, CEO of the National Association for Information Systems Security (ANSSI), the speakers were:
- Megan BISHOP, Economic Officer, U.S. Embassy in Romania;
- Adrian DANCIU, Regional Director, Fortinet;
- Paul MARAVEI, General Director, Cisco Romania;
- Cătălin COȘOI, Chief Security Strategist, Bitdefender;
- Magda POPESCU, Outside Legal Counsel, Microsoft Corporation;
- Adrian IFRIM, Senior Manager, Deloitte;
- Radu STĂNESCU, CEO, Sandline;
- Bogdan TOPORAN, CEO, Best Internet Security.
Within the fourth section – “Research and development on cybersecurity” – moderated by Ioan-Cosmin MIHAI, Vice President of the Romanian Association for Information Security Assurance (RAISA), the speakers were:
- Tuan TRINH, Director for Eastern Europe, EIT Digital;
- Corina PASCU, Cybersecurity expert, E.U. Agency for Cybersecurity (ENISA);
- Cristian PAȚACHIA, Development and Innovation Manager, Orange Romania;

Within the fifth section – “Cybersecurity education and career development” – moderated by Costel CIUCHI, Associate professor, University Politehnica of Bucharest (UPB), the speakers were:

- Richard WHITE, Research Assistant Professor, University of Colorado;
- Natalia BELL, Assistant Professor, Marymount University;
- Mircea ȘCHEAU, Honorary Associate Researcher, University of Craiova;
- Bogdan BANU, Senior Director, Meridian International Center;
- Nathalie RÉBÉ, Financial Crime and AML Consultant, PwC Luxembourg;
- Joseph JONES, CEO, Strategy Nord, OS2INT;
- Tiberiu BOROȘ & Andrei STAN, Information Security Engineers, Adobe;
- Larisa MUNTEAN, Data Protection Officer, JS Information Governance.
The conference sessions gave the opportunity to speakers to share knowledge, perspectives, and to highlight synergies between different areas of expertise:
- Developing cyber defence and cyber resilience;
- International cooperation for fighting cybercrime;
- Cybersecurity challenges and opportunities;
- Research and development on cybersecurity;
- Cybersecurity education and career development.
Conference partners were the Romanian National Cyber Security Directorate, the Romanian National Cyberint Center, the Romanian Police, the Romanian National Institute of Magistracy, the Romanian Banking Institute, the European Institute of Romania, the National Association for Information Systems Security (ANSSI), the ISACA – Romania Chapter, the CIO Council Romania, and the Cyber Security Research Center from Romania. The private partners were Orange, Fortinet, Cisco Romania, Bitdefender, Microsoft, Safetech Innovations, Deloitte, Adobe, Sandline, and Best Internet Security (BISS). Media partner: AGERPRES.
CyberCon Romania 2022 included the presentations from the ninth edition of the scientific International Conference on Cybersecurity and Cybercrime (IC3), organized by the Romanian Association for Information Security Assurance (RAISA). The selected papers were presented by their authors at the “Cybersecurity education and career development” section.
More than 700 persons have registered to attend CyberCon Romania 2022 online conference, with an average of 200 attendees per section.
