  • Euro-Atlantic Resilience Forum – EARF2024

    I was honored to participate – at the kind invitation of the President of the Euro-Atlantic Resilience Center, Ambassador Lucian Fătu – and to represent the Romanian Association for Information Security Assurance (RAISA) – at the third edition Euro-Atlantic Resilience Forum – EARF2024.

    This forum – aimed to address resilience across various sectors critical to NATO and European Union (EU) countries – was organized by the Euro-Atlantic Resilience Centre (E-ARC) and took place in Bucharest between 16…18 October 2024.

    The Euro-Atlantic Resilience Centre (E-ARC) is a centre of excellence in the field of resilience, a partner of NATO and the EU, acting for the benefit of these organizations, as well as Member States or partners.

    The Centre carries out its activity in synergy with the objectives of the EU and NATO in the field of resilience, without being directly subordinated to either of these organizations.

    It is worth mentioning the impressive EARF2024 opening ceremony held in the Romanian Opera Hall on October 16, followed by a wonderful artistic program supported by leading artists of the Romanian Opera.

    Panels organized within EARF2024 at the Palace of the Romanian Parliament brought together key decision makers and top experts from NATO, EU and partner countries.

    They explored topics such as regional stability, transportation security, cybersecurity, emerging defense technologies, democratic resilience, continuity of government, etc.

    Building on the successful format from the previous year, the forum connected multiple major cities, bringing together speakers and audiences from around the world. Experts from the United States, the United Kingdom, France, Poland, Japan, and other nations joined the forum, fostering a truly international dialogue on these pressing issues. The forum aim was to strength the Euro-Atlantic cooperation and to develop strategies for facing future challenges in this important field.

    The panel of EARF2024Future Cyber Battlegrounds” – of special interest for the readers of our journal – reviewed the future of cyber warfare, focusing on emerging threats from new technologies. During this panel, it was analyzed how the Euro-Atlantic community can be prepared for next-generation cyber threats and how it can implement strategies for resilience and security in the digital age. Experts from various sectors discussed future cyber battlegrounds and the need for coordinated international responses.

    This panel analyzed the impact of Artificial Intelligence (AI), quantum computing, and IoT on warfare, emphasizing the protection of critical infrastructure and institutions. Key topics included emerging technologies, state actors’ cyber capabilities, and transatlantic cooperation for collective defense.

    EARF2024 wanted and succeeded to engage the assistance with exciting discussions about societal resilience, the role of emerging technologies in military affairs, cybersecurity, communications, continuity of government, the evolutions in the states neighbouring NATO and the EU, climate change and natural disasters, transportation, democratic resilience and so on. “Our partners in Austin (TX), Montreal, London, Paris, Geneva, Tokyo and other important cities helped us to create a massive platform for our distinguished speakers”, mentioned the organizers of the Forum.

     

    Note: We want to mention that some members of the Quality-Dependability group of the Department of Electronic Technology and Reliability from the Faculty of Electronics and Telecommunications of the Politechnical Institute of Bucharest had pioneering Romanian contributions in the field of resilience / fault tolerance of socio-technical systems (even “avant la lettre”, when the term “resilience” had not yet appeared): their first research contracts in the field of fault tolerant systems began in 1975, and in 1980 Angelica Bacivarov defended the first doctoral thesis in this domain in Romania, with the title: “Fault tolerant digital systems“.
