  • Digital Innovation Summit Bucharest – DISB 2026

    The 2026 edition of the traditional international conference Digital Innovation Summit Bucharest (DISB), organized – under the high patronage of the President of the Chamber of Deputies and of the Romanian Government – by the National Institute for Research and Development in Informatics (ICI Bucharest) – took place between March 10-12, in the generous space offered by the building of the Romanian Parliament.

    The Summit integrated a series of conferences with a long-standing national and international tradition, including the following ones:

    The conferences organized within the DISB 2026 conferences provided the opportunity for intense debates on a diverse range of issues, circumscribed to the Summit’s theme.

    Below we will mention some issues of special interest to IJISC readers, which were addressed during the conference.

    The first day of the summit was dedicated to the theme “Dual-Use Innovation for Resilient Critical Infrastructure.” Discussions underlined the role of emerging technologies and dual-use innovation in strengthening the resilience of critical infrastructure, within a regional and international context marked by complex challenges.

    The agenda features high-level interventions from representatives of the Romanian Government, Parliament, national regulatory and cybersecurity authorities, as well as experts and institutional partners from European Union and NATO member states.

    The DISB 2026 agenda addressed topics such as artificial intelligence, cybersecurity, critical infrastructure protection, blockchain, digital governance, digital education, and international cooperation in emerging technologies.

    An interesting debate organized at DILB 2026 – with the participation of several personalities of the field – regarding one of the biggest challenges of the moment: how do we protect ourselves from disinformation in a world dominated by AI and false narratives

    The same day addressed topics such as the role of large technology companies in protecting strategic infrastructures and the development of the national artificial intelligence (AI) ecosystem, including initiatives dedicated to strengthening AI capabilities at the national level.

    The second day of DISB 2026 was dedicated to the transformative impact of artificial intelligence on society, the economy and public administration. The sessions analyzed media resilience in the era of deepfake and generative AI, smart local governance, the application of AI in agriculture and food security, as well as the national positioning in the European and global artificial intelligence ecosystem.

    On the last day of DISB 2026, the 5th edition of the International Conference on Cyber Diplomacy (ICCD) was organized, with fruitful debates on scientific diplomacy, international cooperation and regional conflict management in the digital space, the 2nd edition of the Blockchain Intelligence Forum, with sessions dedicated to tax transparency, financial investigations and the implementation of the European MiCA framework, as well as the 21st edition of the International Conference on Virtual Learning (ICVL) and the 24th edition of the National Conference on Virtual Education (CNIV), held online, dedicated to innovation in digital education.

    “We are living in a time when technology is redefining the economic and security architecture of states. Digital Innovation Summit Bucharest 2026 brought together institutional leaders and international experts to build a common response to these transformations. Romania has both the capacity and the responsibility to actively contribute to this agenda,” mentioned Dr. Adrian-Victor Vevera, the coordinator of DISB 2026.

    The Romanian Association for Information Security Assurance (RAISA) was represented at DISB 2026 by Professor Emeritus Ioan C. Bacivarov, PhD, the President of RAISA. He presented – during the debates in the cybersecurity field – several considerations regarding the future of this important field and highlighted RAISA’s concerns in this direction, materialized in particular through the organization of the Cybercon Romania conferences and the coordination and publication of the International Journal of Information Security and Cybercrime (IJISC).

    To conclude, the Digital Innovation Summit Bucharest has established itself as a strategic dialogue platform dedicated to digital transformation, bringing together decision-makers, institutional leaders, international experts, representatives of academia, and the private sector in a framework focused on cooperation, public policy, and applied solutions.
